Implementation of Targetted Public Distribution System

The Targeted Public Distribution System has been implemented in the State from 01-06-1997 on the direction of the Government of India. The main objective of this system is to ensure food security by ensuring minimum supply of food grains to the population below poverty line. For this purpose, households belonging to vulnerable sections of the society and living below poverty line in the rural areas and in urban areas have been identified. These families are being supplied food grains at subsidized prices.
WHOLESALE NOMINEES
Authorisation to function as wholesale nominees under public distribution system is issued in the order of priority to KFCSC and Co-operative Societies under the Karnataka Essential Commodities (PDS) Control Order, 1992. In respect of Kerosene, the authorisation is issued to firms and individuals who have been appointed as agents of the oil companies.
FAIR PRICE DEPOT's
The TPDS functions through a network of Fair Price Depots. The Government of Karnataka has enacted the Karnataka Essential Commodities (Public Distribution System) Control Order, 1992 to issue authorisation to Karnataka Food and Civil Supplies Corporation, Cooperative Societies, Registered Associations and individuals to run fair price depots and to regulate the functioning of these fair price depots. These fair price depots which form the core of the Public Distribution System are entrusted with the responsibility of distributing food grains to the ration cardholders attached to the respective fair price depots. It is the endeavour of the Government of Karnataka to locate these fair price depots keeping in view the convenience and interests of the ration cardholders.

Transparent procedures as prescribed under the Karnataka Essential Commodities (Public Distribution System) Control Order, 1992 are followed for issue of authorisation to run fair price depots.
IDENTIFICATION OF BPL FAMILIES
It is the endeavour of the Government of Karnataka to identify genuine BPL families both in the rural areas and in urban areas and provide them food grains at subsidized prices under the Targetted Public Distribution System. Transparent procedure and specific economic criteria are the basis for identification of genuine BPL families. Gram Sabhas and urban local bodies have also been actively involved in the identification of BPL families. The list of BPL families so prepared is made use of for extending benefits under TPDS. The list would be updated periodically.
